The function of the Building Department is to enforce the State Building Codes, local Codes, ordinances and regulations. We review plans for construction work prior to issuing Building Permits, make on-site inspections during building construction or alteration, including electrical, plumbing, HVAC, piping, swimming pool, shed, deck, oil tank, gas piping, roofing, siding, replacement windows, etc.

The Building Department researches State Statutes and Building Codes and coordinates all Town department approvals to achieve a maximum of building safety for the general public whether it be in our schools, businesses or residential homes.

The Building Inspector acts as a liaison for the public and contractors and updates the public to code requirements and safety issues.

The Inspector also investigates complaints, fire and demolition activities, responds to emergencies, issue abatement, cease and desists, violations, request order of condemnation, injunctions and fines to achieve code compliance.

The Building Department determines fees based on the Building Permit Cost Valuation Schedule which was effective July 10, 2017. The value and the fees are based on the retail value determined by the Building Department. If there is an item not listed in the valuation schedule the fee is based on the estimated cost.

The Health Department has the responsibility to protect the public health through enforcement and compliance with the State of Connecticut Public Health Code, and education in various areas of public health.  Health permits are required for new septic and to repair septic systems, building additions, pools, decks, wells, etc.  Soil testing is required for all septic systems and building additions.  The Health Department also permits and inspects all food service establishments and food vendors. Other responsibilities include managing Town owned public water systems, water testing, lead paint investigations, daycare facility inspections, complaint investigations, etc.  For information, questions or any assistance, please contact Lee Vito, Sanitarian at 860-349-7123 Ext. 14.
