Information and referral on any social service program offered in our state, such as fuel assistance, substance abuse, domestic or child abuse, food stamps and emergency shelter are provided by this office.
The Town of Middlefield Senior Services Department develops and maintains a coordinated system of social services for the residents of Middlefield. The Department serves as a link between the serving agencies and the resident in need.
This office coordinates the town food bank and Holiday Baskets. Middlefield Community Services Council provides funds for residents in an emergency financial situation.
Connecticut Energy Assistance Program (CEAP)
The Connecticut Energy Assistance Program (CEAP) provides low income and working poor households with help in meeting their winter heating bills. Through CEAP, eligible households may secure fuel deliveries and have their utility heating costs defrayed. For households whose heat is included in their rent, one-time financial assistance is available.

Eligibility Requirements
Eligibility for CEAP is based on gross annual income and household size. Any household with a gross annual income at or below 200 percent of the federal poverty guidelines, which has provided all required documentation is eligible for the program.

Application Process
To apply for assistance, make an appointment (call the number above at CRT) and provide the following documentation:
- Security Number and date of birth for all household members
- Current rent or mortgage statement
- For electric or natural gas: Current utility bill in name of a household member over 18
- For oil, kerosene, wood or propane: Name of fuel company
- Proof of current gross income (pay stubs, bank statements) for all household members for 4 weeks prior to application date
- Documentation for Social Security and other monthly benefits, such as bank statements
- Current statements for checking, savings, credit union accounts, stocks, bonds and CD’s
Operation Fuel
Getting Help
Operation Fuel (www.operationfuel.org) provides cash assistance for heating expenses for households with incomes at or below 60% of the State Median Income guidelines who are in crisis. Local fuel banks assess client eligibility and make payments to vendors. Operation Fuel is a private charitable program. BENEFIT AMOUNT: Operation Fuel awards a grant for the Winter season. The grant is used for heating expenses. Amount of assistance is up to the discretion of the local fuel bank. Payments are made directly to fuel or utility vendors.
ELIGIBILITY:
Household income at or below 60% of the State Median Income
Must have exhausted, or been denied or are ineligible, for state heating assistance benefits
A household must be in an extreme emergency or financial crisis situation. A “financial crisis” is considered to be a situation in which a family must choose between paying for their energy needs, buying food, paying the rent or mortgage, or paying medical bills as a result of unemployment, illness, death, or other emergencies.
