Town of Middlefield – Assistant Town Clerk – Part-time

The Town of Middlefield is looking for an energetic and dependable person to be responsible for clerical, technical and administrative work as Assistant Town Clerk/Registrar of Vital Statistics. The position includes accurately recording and maintaining land records and Vitals Statistics: issue license and permits, assists in the administration of elections and assumes responsibility of the Town Clerk’s office in the absence of the Town Clerk. This is a 29 hour weekly, Part-time position.
The Assistant Town Clerk is also part of the Town Hall Staff and shall assist other department staff to promote a team effort to serve the public.

Duties and responsibilities included, but are not limited to the following:

• Assists in the administration and execution of the functions of the Town Clerk and Registrar of Vital Statistics as imposed by the Connecticut General Statutes and the Town Charter under the direct supervision of the Town Clerk.
• Records and indexes land records, maps, trade names and generates reports.
• Prepares and scans land records for archival retention.
• Utilizing proprietary computer software (i.e. New Vision) to receive I and calculate recording fees and conveyance taxes for deed transfers, survey maps, trade name certificates and other recording instruments.
• Assist title searchers, attorneys, genealogists and the public with land records research.
• Assists in voter registration and in preparation and issuance of absentee ballots.
• Records and indexes all vital statistics: births, marriages, deaths and veterans’ discharge papers. Prepares monthly reports to the Connecticut Department of Public Health.
• Issues/records marriage licenses, dog licenses, sport licenses including monthly reports.
• Receives, files and retrieves minutes of Town Meeting in the (absence of the Town Clerk).

Administers oaths to elected officials, serves as Notary Public for staff and performs a variety of others administrative duties.

Required Skills and Experience:

• Certified Connecticut Town Clerk or has the ability to be certified within three years of employment. Must be a Notary Public (within a six month period). High School Diploma or equivalent.
• Self-starter able to work independently, Must be able to work during high volume times with multiple interruptions. Works well with the public and staff members.
• Has knowledge of Word Processing, Excel etc

Compensation:
This is a part-time position of 29 hours per week. Monday 9-5, Tuesday, Wednesday and Thursday 9-4 and occasionally Friday 9-12. The salary range for this position is $20.48 to $22.01 hourly depending on qualifications and experience. Middlefield is an EEO/AA/Equal Opportunity Employer
